CPD Workforce Allocation Study

Latest updates via 019 PDC:

(09/29/2025)

  • CPD reported that they are in the "final revision stages" with CPD leadership and Matrix Consulting, the contractors conducting the workforce allocation study, on two key milestones:

    • One is the "Organizational Profile," which will provide "the foundational 'current state' picture of the Department."

    • The other is the "Interim Framework Report," which "defines the methodologies that will guide the staffing analysis phase of the study," including opportunities to increase civilian workers within CPD.

  • CPD stated that both the Organizational Profile and Interim Framework Report would be released publicly, "accompanied by a public webinar to explain their content and their role in the broader study.”

  • CPD and Matrix have "partnered with community-based organizations and District Councils to host citywide sessions on how to co-create public safety strategy with community, and priorities for community engagement during uncommitted time.” (The 19th District Council conducted a feedback session for this component of the workforce allocation study in June 2025.) A report of feedback from across the city is being synthesized. Further engagement with community groups, including District Councils, will continue into the fall.

  • CCPSA Commissioner & President Anthony Driver wrote a letter to fellow members of the WFA Study Steering Committee asking them to allow Jenny Schaffer to represent the District Council on the committee.

  • CPD did not agree to this but committed to "seeking the help of DCs to facilitate community engagement sessions to gather feedback from the community. The Department will provide the necessary questions and materials to guide these sessions. Additionally, we will provide communications about the survey that District Councils can disseminate to the community."

  • Our District Council presented the latest information we have been given on the WFA Study at our January 2025 Meeting. Watch the recording of the meeting here, or sift through the slides by following this link

  • During our meeting, we shared our proposal on how to enroll District Councilors into this process to ensure that community voices remain central to the Workforce Allocation Study, shaping its outcomes and building trust between residents, CPD, and City leadership

  • When reaching out to the Mayor’s Office, we have been: “It is our hopes to engage all District Council Members…and ask DC members to continue to disseminate the relevant updates to the community. “

  • All involved parties have officially signed contract to conduct a CPD Workforce Allocation Study.

(08/07/24):

  • Email update from Deputy Corporation Counsel, Public Safety Reform Division:

    • “the scope of work has been finalized, a vendor has been selected, and the vendor has started work including building out the timeline and phases of the project. Additionally, CPD complied with the ordinance and provided a written update to City Council and the Mayor's Office on June 3, 2024, and will provide the next update as required.”

  • CPD is has chosen a Third Party organization to conduct the Workforce Allocation (WFA) Study: Matrix Consulting Group.

  • The scope is near final. The City is waiting on the IL Attorney General’s Office to confirm their support (requirement of the consent decree).

  • Deadline to enter agreement is 6/18. City plans to meet this deadline.

  • We’re continuing to advocate our community’s voice to be included in what the final Workforce Allocation Study will accomplish
